Abstract: The paper examines the impact of foreign direct investment on the level of emission as well as&#xD;
tradable emission permit rate in a small open economy with four sectors. The model of Copeland and&#xD;
Taylor (2004) has been extended by incorporating an informal sector that produces non-traded input&#xD;
for the formal manufacturing sector for a small open economy. Foreign capital is used solely by the&#xD;
foreign enclave. In this framework with exogenous tradable emission permit rate FDI causes a&#xD;
reduction in the level of pollution. However, when tradable emission permit rate becomes endogenous&#xD;
the model shows that FDI causes a fall in the level of pollution along with a decline in emission permit&#xD;
rate. This result has strong implications regarding environmental governance in developing countries.

      <title>Measurement and Determinants of Technical Efficiency of Higher Secondary Stage of Education in India: A State-Level Study using Data Envelopment Approach</title>

Abstract: This paper contributes to the existing literature by estimating technical efficiency of Indian higher&#xD;
secondary stage of education (IHSE) exploring state-level data and by constructing two separate&#xD;
frontiers for two groups: (i) General Category States (GCS); and (ii) Special Category States&#xD;
(SCS)&amp;Union Territories (UT),using non-parametric Data Envelopment Approach (DEA) under&#xD;
variable returns to scale for the period 2010-11 to 2015-16 and finding out the determinants of&#xD;
technical-efficiency separately for each of these two groups. The division of these two groups of the&#xD;
Indian states can be supported by the observed heterogeneity and differences in existing fiscal and&#xD;
economic conditions among GCS and SCS &amp; UT. The paper uses output oriented approach for&#xD;
measuring technical efficiency (OUTTE).The findings reveal, that some of the GCS and SCS &amp; UT are&#xD;
technically inefficient for some of the sample years for IHSE and hence it is possible to increase&#xD;
GCS/ SCS &amp;UT output of H.S. level, given the existing input. The OUTTE differs within and between&#xD;
each group. A second stage regression analysis suggests, OUTTE is favourably impacted (a) for GCS&#xD;
by(i)ratio of government education expenditures to aggregate government expenditure for the&#xD;
state,(ii) proportion of girls enrolment to boys at higher secondary (H.S.) level,(iii) proportion of&#xD;
para teachers at H.S. level and (b) for SCS &amp;UT, by(i) percentage of Scheduled Tribe enrolment, (ii)&#xD;
percentage of Scheduled Caste enrolment,(iii) Proportion of Female to Male Teachers. On the other&#xD;
hand OUTTE is adversely impacted (a) for GCS, by (i) percentage of H.S. schools without building,&#xD;
(ii) percentage of H.S. schools without girls’ toilet and (b) for SCS &amp; UT, by proportion of single&#xD;
classroom school. Additionally, non-linear relation is found between OUTTE and government&#xD;
education expenditures for SCS &amp; UT.

      <title>Profitability of Rice Production across Indian States</title>

Abstract: The aim of the study is to examine the pattern of profitability in case of rice production with respect to&#xD;
twelve major states of India over the period 1997-98 to 2014-15. Indian farmers are mostly marginal&#xD;
and small in many eastern States in India. This paper has tried to examine profitability according to&#xD;
farm size using cost of cultivation unit level data. It has been observed that with the increase of farm&#xD;
size the profitability increases. Another interesting observation is that as imputed costs of own factors&#xD;
of production namely wage cost family labour, rental value of own land and interest cost of own&#xD;
capital assets are taken into consideration the farmers profit becomes negative. For some states like&#xD;
Assam, Bihar, Orissa, West Bengal profitability is negative when their own factors of production cost&#xD;
are taken into consideration for the calculation of profit. The study will also help us to know&#xD;
determinants of profitability using aggregate state level panel data for twelve states over the period&#xD;
1997 to 2014. It has been further observed that increase of seed cost share, fertiliser machine cost&#xD;
share enhance profitability but the enhancement of irrigation cost share reduces profitability.

Abstract: The paper attempts to measure forest governance at the micro level in the drought prone&#xD;
district of Purulia, West Bengal and also to estimate the factors responsible for forest&#xD;
governance. The paper is based on primary data collected from 252 households in the&#xD;
Bagmundi range of Purulia forest division. A questionnaire method has been used for the&#xD;
collection of data. The paper has formulated governance index based on FAO indicators like&#xD;
rules of law, transparency, accountability, participation, inclusive and equitable, efficient&#xD;
and effective. In addition, the paper has used beta regression model to estimate the factors&#xD;
responsible for it. The result shows that forest governance index is 0.446 while rule of law,&#xD;
transparency, accountability, participation, inclusive and equitable, efficient and effective&#xD;
indices are 0.263, 0.368, 0.317, 0.643, 0.579 and 0.504 respectively. The forest governance&#xD;
index is influenced by the socio-economic variables like caste, sex, education, landholdings,&#xD;
forest income and occupation. The paper has an important policy implication for sustainable&#xD;
forest management.
