Abstract: East India Company in India neglected mass education and indigenous village schools&#xD;
which imparted elementary education, however limited and crude, to the people. With a view to&#xD;
eradicating illiteracy and to continue the literary power of neo-literates libraries were&#xD;
established in villages, town, and cities in the country. This study has confined its focus on 27 out&#xD;
of 62 Public libraries in Hoogly to reveal their history of evolution, their programmes, and to&#xD;
compare them with the present situation. Libraries were established to spread literacy as&#xD;
freedom fighters and educated person believed education would boost nationalism</summary>

Abstract: This paper discusses the lot of patuas of the south-western part of West Bengal (the&#xD;
undivided district of Medinipur). These scroll painters or chitrakaras are professional artists&#xD;
(craftsmen) by caste, now in straitened conditions. Both the Central and State Governments&#xD;
attempt to eradicate their poverty. This paper investigates the effect of governmental action and&#xD;
how these artists have fared in a post-colonial era, especially in a situation of commercialized&#xD;
cash economy in a globalised world</summary>
